What is this touch bar icon?

I sometimes have this item that shows up to the left of the brightness toggle, that is shaped like a circle with 4 bars (bar graph) in it. When I press it nothing happens. Anyone know what this is? Is this a bug?

It just shows up randomly. I can switch from safari to calendar to mail. It's still there. It's like it's part of the default controls.
 
When you are playing a youtube video in Safari for example, you can use this button to control the video even if you're in some other app, very useful! 🙂

Can you explain? What can you control in a video and why does it show even when I'm not watching a video.
