It doesn't work anything like the HIG. These are nested drop downs you have to click to drop down like it's some embedded web page. You hover over the menus expecting the sub menus to appear. But nope, you have to click the arrows to drop down a second level. If you click on the text part you turn the feature on and off. It's a maddening combination of a on/off switch and a sub menu system. I've never seen anything like it. I literally thought it was just a broken beta feature.

A lot of the designers working at Apple these days are probably whippersnappers who have little to no first-hand experience of the glory days of (more) consistent MacOS. So they're of a more "anything goes" web design mindset.
 
A button on the left and a menu on the right? Same as with the whole Control Center, not the brightest hour in Apple UI design.
 
Sometimes I think that Apple's UI designers have a strict directive from their bosses: "Make things WEIRD". As long as it's weird it must be good.
