Nope, don't believe so unless you turn iCloud off. It's a useful feature especially if you frequently switch between the two devices.

perhaps turning of Safari in the iCloud settings turns it off? But that probably also covers bookmark syncing. Worth investigating, OP. let us know 😀

I finally realized what it does. It's kind of a neat feature

You can turn off Safari in your iCloud settings, however that also turns off bookmark sync. iCloud Tabs can be pretty useful, though Handoff does 70% of the job. iCloud Tabs is for when you don't have physical access to, say, your work Mac.
