What is up with the in-app buttons?

Why would they do this? I'm seriously curious. The old one was so much better and cleaner.

I guess they are for people who have a hard time locating the buttons? Don't know why anyone else would use them.

More or less to help those with some sight parent perhaps. It's an optional accessibility setting.
