Is it still worth buying an SE (refurbished) end of 2019 from mobile carrier on special with 12 months warranty?

Depends how much you're paying and if you're locking into a significant contract, I should think. There's nothing wrong with the iPhone SE today, it just doesn't have a lot of legs if you're locked into a long contract or pay a lot.

THe new phones do nothing of value that the SE can't.

Later phones can show a keyboard in landscape mode and still have enough room on the screen for application content and more standard UI. The extra 55pts (320 vs. 375) make a big difference.

But I'd love to see something just slightly wider than an SE with edge-to-edge screen. Say, 400pts, which I don't think you'd get just by going edge-to-edge

As is, I don't think the SE is very practical in 2019: 216pt for the keyboard, 22pt for the status bar, around 34pt for the navigation bar (this last one is just a guess). That's only 48pt left for content. 320pt is just too crowded. (The height of the screen is fine, and would grow more with an edge-to-edge screen as well.)

I disagree, my SE runs all the same apps as i had on my XS. the screen is just fine in landscape mode. in fact it's better as it's a better size to type one.

plus there are a lot of people who don't need or want a computer 24/7. they want a good portable phone. i'd be even happier if the phone was even smaller. a 4" edge to edge would be perfect.

I would buy brand new one if it was still available and I would love an edge to edge screen in the same SE body with headphone jack but I won’t get my hopes up!
I got my latest SE from costco NIB for about $200 this summer. if you're lucky you might still find some brand new ones. I'd be happy with mine for the next 5 years as long as i don't break it. phones really haven't changed, despite apple et al's marketing telling us every new one is like a new wonder device.
