What Software Do I Need?

I just have some basic photo editing I want to do. I have a picture of a background and I want to put other pictures on it. What can I use?

You may find Seashore helpful. Sometimes I arrange photos in PowerPoint and save the slide as a PNG/JPG.

Hopefully pixelmator will fill that gap between iPhoto and Photoshop. Unfortunately for the OP, it's not out yet, and won't be exactly free. If you're feeling brave, give GIMP for OS X a whirl.
