What time on September 23 can order online to pick up in store?

What are you trying to order? I could be wrong, but I think everything that Apple is selling now is available to order today.
Edit - I stand corrected. I looked at Apple's site and the Ultra says Check Availability 9/23 if you want an in store pickup. I'd start looking like I was voting in Chicago - Early & Often.
You might want to reach out to your local Apple Store(s) to see if they'll tell you how many they're expecting. Years ago I tried that for a launch day iPhone and some stores wouldn't provide that info and some would.
Depending on how badly you want it, you might want to consider standing in line before 10. Someone walking into an Apple Store might get it before your order goes through.

The challenge you might run into selecting the band and color they'll have at a particular store. I believe if you made a selection like the Midnight Ocean band it will show the closest store where it is available but it won't say that the store closest to you has it in with the Green Alpine Loop band.
Usually 8am local time for the store. For example, my wife's iPhone 14 PM I bought for her in store on Friday. I was able to order it for store pickup at 8:02a my local time. Prior to 8:00a it was still showing the Check Availability 9/16 on the store.
Edit: To clarify, the order was able to submit by 8:02a but the pickup slot wasn't until late in the day.

This one is based on local store time. So on the West Coast it would be 6 am or 8 am pacific time
