They just released the beta yesterday. You're not going to see the update until apple has sufficiently tested it.

I have it from good authority* it will be released at 10:06:07 sharp

All it does is change the signal indicators. Not worth getting excited about unless you are a fan of seeing lower reported signal strength.

I don't believe there's any official mention of an iOS 4 update today. It's all speculation. I wouldn't keep my iTunes open to hit that Refresh button until the 'Word' has been given by Steve & Co. themselves.
