It didn't have a password on it, didnt have email accounts and I would assume if someone could get it powered back on it would ask for info that they couldnt provide....Although, if a genius can't get it to power on could anyone else?

What is best way to get rid of this? Is there a market for non-working iPads?

Somewhere!
I am sure there is a market for non working iPads. Lots of people out there that would probably just take it for the glass screen as long as it is in good shape. People will always find uses for some of the parts. Check out Ebay & Craiglist to see what they sell for. Even if it is only a few bucks, better than nothing.
