What to do with this .bzip folder?

I have a pdf with the folder extension - .bzip. Looking on google it would seem that it's supposed to open with stuffit expander, or unarchiver, but nothing is working.

Any ideas?

Try:

Spotlight->Terminal
cd to the folder where bz2 file is located and:
bzip2 -d file.bz2
