What was the name of the feature if you have a Apple watch that Cellular function called - if if you left you iPhone at home and you would still be able to receive calls on you Apple watch
I have a Apple Watch Series 4 with cellular network - I can not get that function to work...

I have a AT&T as my cell phone provider -

How do I set up-
 
It’s not a feature as such, it just requires its own cellular plan. If you want it to work you would need to contact AT&T and have a cellular plan set up for the watch if you don’t already have one.

Turn off your associated iPhone & call your mobile number, the watch should still receive phone calls (n.b don't use FaceTime audio) / call a phone number from your watch & turn off wifi on the watch when doing so.
 
What do you see if you tap the cellular menu in the control center?
