Who's to say that Apple (or Foxconn, or whoever) charges every iPad to 100%?

I'm guessing with such a disparity between charge percentages, that they do some random charge time and then box them up. Or, possibly, they don't charge them at all, and the batteries are already charged from the battery factory, and Apple just pops them in and runs some quick tests.
