I'm looking for recommendations for a decent low cost photo app that will allow me to edit and customize pictures.

Basically I would like to insert text, captions, cartoon pictures of birthday cakes, christmas trees, Clipart, borders, etc

Nothing professional, just simple around the house stuff.

Anyone use Fotor?

GIMP is free and tries to be a Photoshop replacement but not everyone likes the way it works. Pixelmatr is a paid app and it just tries to be an image editor.

For what you are asking, you could get away with something like Word. It does clipart and all kinds of text. You would have to do a partial screenshot (⌘ + shift + 4) to get an image out of it but it does work.

I was able to do some editing for some reports, custom cards, Power Points, etc. with combination of Image Tricks Lite, Gimp, Preview ("instant alpha" feature) and Windows Paint...

Pixelmator (Mac App Store) or Affinity Photo are two which are modestly priced and easy to use.
