What's a program to join together files with extention (.1, .2, .3)

The Windows application is File Splitter, and was wondering if there was a Mac version.

Also, HJSplit and anything on that website for Mac, doesn't work. It only joins together files that are .001, .002, .003, etc

Cat. However if these are part of Multi-part RAR or Zip, when you try to open the base file, it will cat everything together and unzip/unrar them automatically.
