Yes the Mac Mini is the cheapest you'll find on Apple's website, but it is expected that they will be updated in the next couple months so if you can you might want to hold off on your purchase.

I always thought it meant "original poster". I guess it's pretty much the same thing.
Just a quick note: if you buy a refurb/used Mac mini, make sure it's one with an intel processor and not a PowerPC G4.
In case you only see the computer itself (not booted, no box, etc):
- 2 USB ports = PowerPC G4
- 4 USB ports = intel processor (might be anything from a Core Solo to a Core 2 Duo).

I believe it's both depending on the context it's used in. At least that's how I understood it.
