I was on android and switch to iPhone. My issue is my last back ups in what's app data is saved on my computer. I emailed myself now saved on my iPhone. How do I get it to the what's app folder or iCloud to restore my old messages from what's app.

There is no way to put such file to such a folder inside iOS unless you are jailbroken. And you will have no way to put it into iCloud cause you even dont have physical access of those hard drives.
If Whatsapp provides some feature allowing you to import those data then you may have a chance.
