I bought 200gb of storage. I've uploaded 10,000 pics and it's showing I've used over 65gb of storage. On my Mac these same pics take up 10gb of space on my HD. I don't see any duplicates when log on in the cloud. What is going on?

Photos App?
Check your settings for iCloud photos on your Mac.
Did you use Photos App to upload photos?
If so did you let Photos optimize your Mac Photos?
That is keep lower resolution photos on your Mac with full resolution photos in iCloud. Sounds like that maybe your issue.
