whats it called when photos have 'swooshing lights'?

sorry for an absolutely newb question, but i really like the photos where the lights appear to be blended together.

sorry for any wrong terminology, i know nothing about photography.

LOL it's also sometimes called long exposure photography or time-lapse photography. Just go up on your roof with a tripod and you can make one too. 😉
