I was online and a program called little snitch reported that locationd wants to connect to iphone-wu.apple.com and mac-services.apple.com

Is this the unsecured location and wifi cache that was in the news a few monts back?

Should I block this connection forever?

No, it's part of core location - the component in the OS used to determine the computer's location. It does clever things like set the date and timezone automatically - useful if you're a roaming user.

i've set Little Snitch to allow this through.

Just ran into this, but it does not make complete sense. Previous OSX-es also update to timezones automatically, because you set your time-zone. Much easier than figuring out an IP address in a huge Wifi database. So blocking it probably does not affect time zone functionality.
