What's new in 10.0.2?

I haven't seen a list of changes (some of course are obvious) with the update.

Where can I find one? How to cope with the new "announcements" is not entirely clear.

Aside from what Apple lists when they show you the update there are also threads like http://forums.macrumors.com/threads/ios-10-0-2-bug-fixes-and-changes.2000571/ where people discuss what they come across (and usually update the first post with their findings).

But there are other changes, such as the little icons that appear as replacements for words; the changed appearance and behavior of announcements; and there may be others.

That would be what changed with iOS 10 in general, not 10.0.2 in particular. If you are talking about what's new in iOS 10, there are certainly many threads and articles about it all. There's the information from Apple at https://www.apple.com/ios/ios-10/ and all kinds of blogs and articles like the MacRumor's one at http://www.macrumors.com/roundup/ios-10/ for example.

As are the Announcements which used to appear white on black by default and in a tidy list form. I don't dislike the new format, necessarily, but it is different and their operation is definitely different. And it's not fully apparent to me what the improved behavior is.

The emoticons are called emoji as mentioned on the pages linked, they have been revamped in iOS 10.

And yeah the new notification design is mostly a matter of opinion/taste.

They are new in iOS 10 in general (as of the beginning of iOS 10 basically), but not specific to the iOS 10.0.2 update.
