My 6s on 9.2 already does this force touch app switcher thing.
It has always done force touch app switching, but not it has haptic feedback when you enable it. So you get a slight vibrations when you force swipe from the left.

Get a developer account or wait for public beta.how can i try this out for free?
Correct! You can choose a password (For Macs to access), a password hint, and choose Touch ID to work or not.
I still have doubts about updating because it's obvious with each update they put little hidden bugs in to slow your phone down over time, making it more clogged and annoying, eventually making you want to get a new iPhone.
So from now on, unless i see something incredible on an update, then i just won't update. It's fine as it is.
When I click Share, I don't have the option to add a password

Still adding crap we don't need but not getting rid of crap that we don't use. When is someone Apple going to wake up from their drunken party and smell the coffee.
Finally, no more buying an iPhone and complaints about my screen is too yellow and/or my screen is too blue. Night shift will be awesome!

What is example of something we don't need, and an example of something we do need?Still adding crap we don't need but not getting rid of crap that we don't use. When is someone Apple going to wake up from their drunken party and smell the coffee.
After applying and paying for the developer account, how long should it take to gain access?Get a developer account or wait for public beta.

You are in the very small minority on this. Apple has to think about ALL of its users.Set wallpaper is very low list on my priorities for what I would want a settings icon quick action to be used for. I would rather have it activate the personal hotspot.
One of the education features allows students to log into any shared iPad and make it their own. I hope this is a precursor to full multiuser support in iOS 10. All they have to do is implement it with Touch ID and otherwise similar to OS X and it will be amazing. That would be so perfect for a family iPad for kids.
