Whats the purpose of have both icloud photo library and photostream activated?

Is photostream obsolete if icloud photo library is turned on?

Sync to photo library requires wifi, maybe sync to photostream also uses 3G/4G?

Or what?

Photostream is still useful if you need to sync pictures to your Mac or to other IOS devices where you do not have IPL activated (like if you didn't have enough memory).
