On my iPad Pro I double clicked the home button to enter the app switcher.

Take a look at the bottom of the screen below. What's that widget? If I drag it up it opens Procreate (which was running in the background).

Actually, I think it part of the Proactive stuff in this case. Since it says good afternoon, likely you've used Procreate enough in the afternoon for it to suggest it to you. It should show up on the lock screen in the lower left as well.

I think you're right. It cannot be Handoff because I don't have another iOS device with Procreate installed.

That feature is called Handoff. If I'm working on an email on my iPad, leave to lunch, I can finish that email on my iPhone, Vise versa.

As pointed out a couple posts above. It's the new iOS 9 Proactive. When iOS 9 suggests an app you may want to use at that time based off previous uses at that time/day/location they show up the same way a handoff app does.
