What's wrong with iTunes UK store? I can't purchase music

I'm signed in but for the past 3-4 days I keep getting "The iTunes Store is unable to process purchases at this time. Payment processing is temporarily unavailable. You may continue to browse the store. Please try to make your purchase later."

i got that 3-4 days ago , it then asked me to re-enter my credit card details

weird as i only put a new one in back in jan
