Verizon has a $99 Applecare plus when you preorder, Apple says if Applecare for 6s is $129 on their website...is Verizon selling me something I won't be able to use?

What I don't understand is the iPhone sold by Verizon website is brand spanking new, so why can't they sell AppleCare plus ? SimplyMac (Former PeachMac) in the Mall can sell AT&T version of the iPhone 6s with AppleCare Plus. This makes no sense to me. Or if you pick one up at the Verizon store in person, why can't they sell AppleCare ? Plain Goofy to me.
