Developer is responsible for putting it up on the iOS and Mac App stores (or at least submitting for approval). When you submit you tell it what store (iOS / Mac) and if iOS you tell it the devices it supports (iPad only, Universal, iPhone only) and what version of the device (iPad 1, iPad 2, iPhone 3GS and newer, etc).

The iPad and iPhone use the same store, but the Mac App Store is separate.
