There’s no time as such. Apple don’t make any changes. If certain app developers want to sell their apps on discount they can do any time.

Add the apps that you're interested in to your wishlist and you should receive an email notification when they drop in price, although I must admit it's a while since I received an email from them.

Today there are several places selling iTunes cards at 20% off, which you could consider using as an App Store sale.

Not a giant overall sale but sometimes there are batches of apps, typically of same theme that do go on sale. However as others have pointed out the decision to participate lies with the developer.
