Just wondering when do apps/games normally go on sale?

Some games list for $4.99, but reading the comments some have said they purchased the game for $0.99

The developer can change the price at any time really... And the change shows within an hour or two.

When developers change prices do those games show up on the front page of iTunes? Or do you have to search manually?
