When does 9.3.2 come out?

I'm thinking we will see 9.3.2 in the next 1-2 weeks because of the Siri contact/photo issue that was reported today.

There was some evidence a while ago and talk of the Apple TV streaming service coming in with it. I think that you are right though in that we haven't seen it for a while and the streaming service is on hold for the moment apparently.

What does WWDC have to do with anything? 8.4 beta 1 came out in early April last year and continued to be in beta even while iOS 9 was in beta.

Also Apple promised new Apple TV control via iOS device with Siri integration early this year... Which will probably be a part of iOS 9.4/ tvOS 9.3... So I would actually expect a beta pretty soon... It may not be this week but soon.

8.4 is released primarily because there is a new service from Apple (Apple Music), I doubt if we will encounter a similar situation this year.

Apple promised it will come out this year. I'm willing to bet it will be introduced in iOS 10. Any new features would have come in 9.3 or will come in 10.0. As mentioned above. The only reason why we got 8.4 was for Apple Music. There is no evidence of anything else in the works that would push a release within 8 weeks.
 
I've been seeing a lot of little bugs with 9.3.1. Battery life is terrible since 9.3.0 and with .1 I've seen my phone app lock up while on a call, the volume indicator not show up on the screen, the phone glitch through animations, I thought it was great but I've seen changed my mind

And yes I reset all settings and no I'm not doing a setup as new
