When iPhone sleeps hotspot stops...?

I use iPhone as a hotspot for my iPad. After 10 minutes when iPad goes into sleep hotspot stops working..... When that happens I have each time to close hotspot on iPhone and then open it again in order to connect again with my iPad.....is that normal?

Yes.

Only thing you can do is go into settings-->general-->autolock and set it for never.
