So if 8.1 (which enables Apple Pay) is released at 1:00 PM ET ion Monday, than half the business day is gone on the east coast.

Sure, there's a chance, as there's a chance of anything really. No one really knows.

A GM should be out today.
That would have most likely been mentioned in the keynote today, so since it wasn't it's not likely that there will be a GM that is released to developers.
 
The Developer Center has been updated tonight with Xcode 6.1, which includes the software development kit for 8.1 (non-beta). But there's no 8.1 GM for download to devices — it's still on Beta 2. I think that's a pretty strong indication that there'll be no early access to 8.1 GM for devs.

Hmm I can't download Xcode 6.1, just keeps taking me to the open in the Mac Appstore page, this is a bit of an issue for me as I could really do with testing some of my apps on the 8.1 beta this weekend :-/

Likewise. I hadn't tried to download it when I posted my previous comment. The Dev Centre link takes me to the previous version of Xcode in the Mac App Store. Hopefully they'll sort it out soon!

EDIT: You can get to Xcode 6.1 by scrolling past the main link down to "Related Downloads and Resources", then "Additional Tools".

ya but perhaps they need some configuration from the store's end or else you could theoretically go into any store that has NFC (like most in Canada) and just use your phone to pay.

You could definitely go into any store that has NFC and use your card to pay if Apple Pay is working and allowing you to add cards from your device. The device transmits the token. The store doesn't see or know anything about Apple Pay. It just sees a credit card number transferred over NFC - though not your card number but rather the number given to the one-time-use token.
