When preordering an iPhone is it buying an unlocked version? Or carrier locked?

I have a Verizon SIM card from my note 3 and I want to put it on the iPhone 6S if I get it. But I don't know if when preordering it's all unlocked or we have to choose a carrier and can it work on a T-Mobile iPhone model.
I am new to the preordering thing.

    Maybe if you post this a third time . . . . .

Spotted a defect with the forum software, the other night. It can leave you with the impression that posting has failed, leading you to try and post again. Edit: Found while posting from iPad (doesn't effect posting from Chrome on the corporate Dell).

In the UK when you buy an iphone outright from the Apple store, it is always unlocked to any network. Don't know about other countries, but I would imagine it would be the same.

Last year, only T-Mobile was unlocked, if I recall correctly. However, because other major carriers are changing their policies in order to exclude subsidizing phones for new customers, I anticipate Apple's offering both GSM and CDMA versions unlocked at full price.
