When will 10.3.2 be released?

We don't know. Probably soon since there are so many betas. Units with the new update should begin shipping shortly after.
Plus the production probably slowed down as most apple stores are readily stocked with the 7 and 7 Plus. I know that the apple store in my area still carries 10.2 iphone 7 Plus models in Jet Black. Doesn't seem anyone is buying them. Just placed an order online for a gift to a family member. 256 GB Jet Black sim-free and it's a Week 5 production of this year so it will have 10.2.1 pre-installed.
Why not just buy one now and install 10.3.1 and call it a day?

I don't know since I don't jailbreak my devices and don't really care about jailbreaking.
I'm still running IOS 10.2.1 on my SE. Too paranoid to upgrade. Maybe do it on older 5 phone first?

The "upcoming" Pangu jailbreak is not verified at all. It was a troll who originally announced that Pangu was negotiating with the Chinese PP store before releasing it.
Don't get me wrong, I hope that Pangu does release a 10.3.1 jailbreak, but Pangu normally says nothing until they drop it.

Stay on 10.2.1 until the jailbreak drops, if it actually does.
If I buy a 7 now and it happens to not have 10.3.1 can I still update to 10.3.1 on iTunes?
Did you not read what I wrote? I said if it doesn't come preloaded w 10.3.1 can I still install it on iTunes or is 10.3.2 beta out?
yes and yes but you do not need itune too update you can update to IOS 10.3.1 or IOS 10.3.2 over the air if you if your iphone comes with IOS 10.2.1 or lower
Yes as long as Apple hasn't release the final 10.3.2 yet. I'm guessing this coming Monday Apple may release it.
