Doing so would prevent iPhone users who don't have an active wireless service plan and are just using their (spare) iPhone over Wi-Fi as a content consumption device from accessing the alternative app store.
I wonder what the EU thinks about that?
It does seem like a weird way to do it. What if you go to UK or US for a month?
Though thinking about it even iPhones with no sim can still connect to a cell network for 911. Maybe it’s not about active service but whatever operators are in the area. Still weird.
