When you restore an iPhone from backup does it also restore settings such as location services?

Like if I had location services OFF for a specific app, backed up my iphone, turned location services ON for that app, but then restored from the backup, then would it be off again?

I have found if I restore from an iTunes backup it seems to restore all settings ; from the cloud I have found some get back correctly and some don't.
Either way I'd check settings after any restore

I had some settings change when I updated to iOS 11 via iTunes.
