Hello,

I have 2 phones, 1 iPad, and 2 MacBooks. All my devices have Notes sync disabled, except for one iPhone if I chose to SYNC my notes (iCloud) some old notes seem to re-appear again. I disable the sync, I delete them, then switch the sync on again and it seems to reappear again.

Where could they be possibly be fetched from?

Well they are in the cloud. Just because you have notes sync turned off, does not mean they were put in the cloud to begin with. On your computer, open notes and view the accounts on the left-hand side. You will probably have an iCloud account and a Mac account. I only use iCloud, so I only have the one option. If you only see Mac, try enabling iCloud in Notes settings on your Mac. You should then be able to delete those notes stuck on iCloud.

Thanks for replying,
I delete the notes locally-> turned off-> turned on again and it was gone.

Before I just turned Sync off and they disappear, when I turned it back on they reappear but I never stored them online AFAIK
