The app, Photos.app, is in your Applications folder.

No. Because it's an app, not a location.

You can put an Alias of the Photos app in the Pictures folder. That would allow you to access the Photos app from the Applications or the Pictures folders from the sidebar.

To OP : you need to hold down the Cmd key to do this.

If you have "Pictures" in the Finder's side bar, you can just double click on "Photos Library" there to launch Photos.
