Where are the push notifications settings?

I just noticed that since upgrading to 4.3.1 that the "push notifications" setting in the settings app has been replaced with "location settings". What happened to the push settings?

like always you first have to open an app that request notifications before the tab for notifications in settings appears 😉 😎
