Cydia is completely not working on my phone. Would like to use SSH to delete Cydia App from my phone and then place a new Cydia App into my phone. Is there anywhere that I can find the Cydia file online?

I didn't think limera1n was still working? What iOS version are you running? Try updating to the newest iOS and use redsn0w to jailbreak...

So I just got into my phone using WINSCP. Clicked on Commands, Opened in Terminal, and I executed, apt-get install cydia. Did that and then I got an error message saying that, "could not get lock /var/lib/dpkg/lock open (35: resource temporarily unavailable)" and, "Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?"

How did you even make that work? Limerain on 4.1 is like using a steam engine to power a ferrari. Go to iclarified or jailbreakmatrix to find the right jb tool.

Would that work if the OP didn't JB correctly in the first place?

It was done correctly and I have had no issues. I bought iBlacklist though, about 2 weeks, and that is when the issue started with my Cydia.
