It was available for download via the developer site for a brief time yesterday but now I can't find it today after doing a fresh install of my machine.

I'm wondering the same, really need it this weekend to get an app ready for 8.1 and I can't find Xcode 6.1 anywhere. Simulator just isn't going to cut it as I use in app purchases.

I enabled developer menu in Safari, cleared cache and restarted Safari and then it finally appeared in the additional downloads list.

The download site for Xcode says that it will be "Available Shortly".

I'd expect Monday at the latest, to be honest. Although I hope it will be on the MAS sooner.

I downloaded it just now by clicking on the "Looking for an older version of Xcode?" button in the developer portal, and filtering to developer tools.

I managed to find it by loading the page in Fire Fox. For some reason it doesn't show when using Safari.
