I thought mac could do it but i dont know how to get it . Thanks
 
There are four pages of effects in Snow Kitty's Photo booth accessed via the effect button bottom right and arrows to change the pages back and forth.

Preview, in Snow Leopard, has annotation tools. You can draw arrows, circles, boxes, text boxes and the like.

Otherwise, you might be thinking of Pages, part of iWork. It has a fairly complete set of drawing tools (though, not a pro illustration application).
 
You can also add your own backdrop / background to SL. Photo Booth by dragging and dropping a picture into the frame.

Im talking about like bubbles floating in the video or letters floating . But dont know how to get those effects.
 
If you're talking about video, you can import the video into iMovie and add title effects. It comes with 32 different ones. There should be examples at Apple's web site (and/or through the iMovie help).
