It's not useless. Essentially, Apple wanted an extension for developers to allow access to their Cloud services (or even non-cloud) for any app. Apple has a cloud service, they adjusted it slightly to allow for this new interaction.
But the big thing is here is that apps no longer have to duplicate files to be able to edit them. You don't see that, but it saves space.
