Isn't there an app or something like dropbox? Oh god I thought this would be intuitive now...
Search the forum - discussed at length. It's nothing like Dropbox.
Apps have to implement the API.
There is no dedicated app. (I know odd)
Also, http://beta.icloud.com has access.
And now, so does iCloud.com (at least for me)

and why aren't my photos, the ones which where at the streaming folder, now there?
It's not useless. Essentially, Apple wanted an extension for developers to allow access to their Cloud services (or even non-cloud) for any app. Apple has a cloud service, they adjusted it slightly to allow for this new interaction.
But the big thing is here is that apps no longer have to duplicate files to be able to edit them. You don't see that, but it saves space.
good question, i need to research that one! maybe they only show via iPhotos app
