For the most part, they are units that Apple has repaired. Note that they come with the same warranty as new units.
They're the items that people return to them, often because they have a fault or something. Apple repairs or replaces the affected parts and sells the product on at a reduced price.

yeah, i know how to buy refurbs, but does anyone know how i can sell my ipod back to apple? is it even possible?
Apple does not have a buyback program. Try eBay, Craigslist, or give it away on FreeCycle.
