I have three iOS devices to update to 7, and rather than download it OTA three separate times, I'd like to download it once via iTunes, then update each device on my PC.

Possible?

It's been a while since I've done an update that wasn't OTA, but if I remember correctly, when I connect the device, iTunes will start to download the update, then install it.
 
Windows saves the file in the AppData folder. It's hidden, but it's easy to find.

Type this into the File Explorer search bar %AppData%. Open the Apple Computer folder and you'll find it there.
 
iTunes doesn't delete the installer automatically so you'll be able to update multiple devices from the same computer without redownloading.

On the other hand, if the devices aren't all the same model then you'll need to do multiple downloads anyway; each device has its own specific image.
