i setup my new iPhone 6S as a new iPhone so I didn't back it up from a previous back up of an old iPhone. As such it doesn't have any photos on it accept the iCloud ones. I go to take a picture and all it does is put it in "all photos". Where is camera roll?!

not sure what the problem is if you can still access your camera photos?
 
But the "all photos" has all my pictures from my iCloud photos too... Why would they combine them? I want a separate one just for pictures I take on the iPhone
Disable iCloud Photo Library and enable Photo Stream, maybe that is what you're looking for?
