UPDATE: Called apple and after about 5 minutes on the phone, they gave me codes to download the apps for free :)
I wish Apple support had done that for me. I talked to them twice about this issue, and was told I needed to reset the iPhone, etc., as I described in my post.
 
I don't remember doing anything special on an iPad Mini that was activated after September 1, but at some point post-iOS 7 installation (like, several days later) the App Store app displayed a popup about the apps being free. I had previously checked them out on my own and they still had prices on them - after the popup showed up, they were marked as free.

It might simply take a while before the stars line up.
 
In a way..its a bit unfair to those with"older devices". it should either be free to all or reduce the price by 60% to everybody who wants it.
Logically those with older devices and did not purchase iWorks...don't need or want it...and even if its free would still not want it! I purchased iMovie, I have iWorks on my iMac... never used Numbers and used Pages a few time to re format windows text.
 
If you purchased a new device, you can download it free on the App Store. Interestingly you can also download it free on older devices after the first initial download on your new device.

I attempted to get the free iWork apps after purchasing my 5s last week. I just tried it again and they are showing as free from the search and are still free once inside the app. Oddly enough, if you click over to to the related tab while in the App Store, the other apps in the suite show for 9.99 each.
 
Solution to getting iWork for free on new phones

These instructions are for iPhones and iPads purchased after September 1st and are experiencing a problem finding the free apps promised by Tim Cook...

You are probably experiencing a problem because you by passed an opportunity to download the apps enmasse.

No worries, there is an alternative:
You may download the apps indivdually.

Goto the appstore and search for:
Keynote, iphoto, imovie, numbers and pages
Each should appear free.

If they are not free, then goto settings -> App Store & iTunes, and log out and back in.
