Where is the side switch setting??

I'm back on iOS after leaving at the end of iOS 6 (iPhone 4s)... where the heck is the setting for the little slide switch on the side that is currently set to Mute? I like to have to set for screen rotation lock.

I thought that option was only available on iPads?

I believe this feature was supposed to be on iOS 9 for the iPhone, but then was removed. I was also looking forward to it on the iPhone.

I think the portrait rotation lock is only in the control center on iOS 9 as iPhones, not the plus, don't display the home screen landscape.
