Where will iAds pop up?

Forgive me if I've missed it somewhere, but how exactly will iAds work or pop up? Will these ads show up randomly when I'm using the iPhone or do the developers insert these ads into their aps? I'm kind of lost on how this all works.

OneTap Movies has a test ad for iads. It looks just like the normal ads that are already in apps but when you touch the ad and exit you stay in the app. That's the only thing I've seen for iads and it isn't any more intrusive than the normal ads we have now.
