So I have experience with the Series 1 the most. It has a decent processor as of 2016 when it came out and was fast as Series 2. I don't have a need for a GPS, but it would be a decent addition to connect to GPS and use the Watch on Wi-Fi alone.

Series 3 is a pipe dream since it can be standalone with cellular tech, right? I am not interested in adding a watch only plan either.

I just want something to view notifications, control music, check time, measure footsteps, check my heart rate, wear when going out, and not be a huge dent in the wallet. I am thinking Series 1 since it could be on some good sales during Black Friday? Thoughts?

I think you've answered your question.

Is Series 0 or Series 2 around for sale still? I want to pay that $179 price, but 38mm is also what I expect to be the cheapest. Is it possible to get a 38mm and still get a long enough strap that works for my wrist?

The first generation Apple Watch is still for sale, but only online will you find it. Although, I would not recommend purchasing the Apple Watch first generation at this point. WatchOS 4 has not been a major advantage for the first generation Apple Watch, and it may not be supported past WatchOS 5.

If you can, watch for Series 2 sale prices, especially Best Buy, B&H Photo and Black Friday coming. A lot of online retailers want to liquidate any remaining stock they have of that model with heavy discounts. And Series 2 is substantial upgrade over the first generation Apple Watch with speed, added capabilities and water resistance.

Otherwise if you don't find any significant discounts for Series 2 or its out of your price range, you can easily find a good condition Series One for sale on eBay or Swappa. There likely will be some sale prices on those as well in the next few weeks.
